OPPOSE SB278 New Taxes for Health Districts for Small Counties  

This bill applies to all counties, but Clark and Washoe.

Vote will most likely take place at a later meeting later this week.

MESSAGE: Vote NO on SB278 which establishes Health Districts with Power to levy new taxes, to exceed the property tax cap, and do it all without a vote of the people. 

SB278 allows counties with populations of 100,000 or less (all counties but Clark and Washoe) to establish health districts either as single or two or more combined counties with the approval of the State Board of Health.

SB278 authorizes the newly established district boards of health to: (1) impose a tax upon all taxable property within the health district at a rate of not more than 15 cents on each $100 of assessed valuation; (2) impose a tax at the rate of up to one-quarter of 1 percent of the gross receipts of any retailer from the sale of all tangible personal property sold at retail, or stored, used or otherwise consumed, in the health district; and (3) issue general or special obligations.

It also allows the health districts to exceed the property tax cap on property taxes levied by the health districts, while eliminating the required vote of the people.  In addition, all new taxes can be levied without a vote of the people!!!
